Air Conditioning on the agenda at the TUC Conference

Usdaw has called on the TUC at its annual conference to turn up the heat on the debate on workplace temperatures.
Usdaw President, Jef Broome, spoke to conference in Liverpool last week, calling on TUC members to support the proposition by the Bakers, Food and Allied Workers' Union. He brought an amendment, calling on the TUC to embark on a campaign aimed at publicising the need for legisation on a meximum temperature. A minimum temperature law already exists, but employers are only obligated to keep workplaces to a 'reasonable' temperature, meaning that many employees are forced to work under sweltering conditions that can prove damaging to their health.
John Hannett, Usdaw General Secretary, said: ''We are pleased that the congress has voted to support our call for campaign to bring attention to the need to legislate for a maximum workplace temperature. Usdaw has been campaigning on this issue for many years, and are pleased that the government is now taking action and reviewing the situation. Many Usdaw members suffer from high temperatures at work. I am hopeful that a maximum temperature will be put in place by the end of the year so that, next summer, workers will be able to work comfortably and in the knowledge that they are protected by the law. With rising temperatures being predicted over the coming years, it is even more important that we recognise this as an issue and take action for the food of working people.''
Following pressure from Usdaw, the Government has asked the Health and Safety Executive to review the regulations on workplace temperature. The Union is currently gathering evidence from its memebers to support consultation.
Usdaw (the Union of Shop, Distributive and Allied Workers) is the UK's fourth biggest trade union, with over 380,000 members. Most Usdaw members work in retail sector, but the union also has many members in transport, distribution, food manufacturing, chemicals and other trades.

THE SALE AND USE OF NEW HCFC'S BANNED FROM 31ST DECEMBER 2009

The sale and use of new HCFC's (including R22 Refrigerant) is banned from 31st December 2009, and from 1st January 2015 use of all HCFC's, including recycled materials will be banned.
If you have Air Conditioning equipment older than 5 years, it is likely that it will have R22 refrigerant gas.
The price of R22 is already starting to rise and it is widely expected that demand of recycled gas will outweigh supply.

The Health and Safety Executive will soon be reviewing work place temperatures with a view to setting a maximum working temperature.

While there is a legal minimum temperature below which no-one should have to work, there is no equivalent if it gets too hot.
Too much heat can cause fatigue, extra strain on the heart and lungs, dizziness and fainting, or heat cramps due to loss of water and salt. Hot, dry air can increase the risk of eye and throat infections, and breathing problems such as asthma and rhinitis.
The TUC is calling for a maximum working temperature of 30°C, or 27°C for those doing strenuous work. When the heat hits the maximum, employers should reduce the temperature, with, for example, fans or air conditioning. Workers, whose exposure to heat cannot be reduced, should be provided with adequate breaks and offered job rotation. Hot temperatures cause injuries and illness at work. Employees suffering in sweltering workplaces run the risk of:
· heat stroke and dehydration
· tiredness leading to accidents
· irritability and the threat of violence
· higher stress levels, with enhanced risks of mental and physical illness
TUC General Secretary, John Monks, said:
'It is farcical that we have a legal minimum but no legal maximum for workplace temperatures. Extreme heat can be just as dangerous as extreme cold. While there is no legal maximum working temperature, Britain's workers are not protected from sweatshop conditions.'
